The BC Contaminated Sites Regulation (CSR) under the Environmental Management Act (EMA), specifies the requirements for site remediation in the province. The BC CSR allows substances to be remediated to numerical standards and risk-based standards. The numerical standards are used as remediation standards, where contamination has been cleaned up by removal (for example, treatment or excavation) and a negative Determination can be acquired if site investigation reports show absence of substances exceeding applicable numerical standards. Environmental risk assessments are undertaken when it is economically not feasible to safely remediate toxic pollutants to numerical standards or where there is potential for contaminants to cause harm to human health and the environment. These reports have human and ecological health components and propose risk management measures to mitigate potential unacceptable risks to humans and the environment.

Under the BC CSR, environmental risk assessments can be used to support applications to obtain legal instruments such as an Approval in Principle (AiP), Certificate of Compliance (CofC), and Contaminated Soil Relocation Agreement (CSRA).
